Schreiber Returns! Part VI: "Wash me, but don't make me wet"


Karlheinz Schreiber returned to the Commons Ethics committee on Tuesday--avec ses notes! As with last Thursday's proceedings, the following is NOT a transcript, so quote at your own risk ;) Time-stamps are approximate. You can return to the beginning of this 'series,' by clicking here: Part I.

Tilson (vice-chair, CPC): do you have everything, Mr. Schreiber? What about your offices in T.O. and Switzerland?
Schreiber: lawyers have all of them (9 lawyers, 3 in each city)
Tilson (vice-chair, CPC): yes.
Schreiber: I've no idea how it will work...
Tilson (vice-chair, CPC): You produce them! That's all you have to do! (getting mad) Your lawyers will do as they're told! (and get S's documents)
Tilson (vice-chair, CPC): prior to June 25, 1993, did you ever give PM BM cash or other financial considerations?
Schreiber: no
Tilson (vice-chair, CPC): you mentioned that we're talking 500K. Has any of this compensation for any service he provided for you prior to June 25, 1993?
Schreiber: no
Tilson (vice-chair, CPC): you said you had an agreement w/BM. When was that established?
Schreiber: yes, at Harrington Lake. We agreed June 23, 1993.
Tilson (vice-chair, CPC): was this written?
Schreiber: no
Tilson (vice-chair, CPC): oral?
Schreiber: yes.
Tilson (vice-chair, CPC): just the two of you?
Schreiber: no.
Tilson (vice-chair, CPC): who else was present?
Schreiber: no one.
Tilson (vice-chair, CPC): so, just two of you then. Do you remember the time of day?
Schreiber: Picked up at ~11 in the morning.
Tilson (vice-chair, CPC): you spoke to BM after 11 AM?
Schreiber: yes.
Tilson (vice-chair, CPC): you're sure it was June 23, 1993?
Schreiber: absolutely.
Tilson (vice-chair, CPC): but until Nov 7th affidavit (2007), where you state you met BM June 23, 1993, you consistently indicated that the meeting occurred after Mr. Mulroney no longer PM. He stepped down June 25 1993. Was he or was he NOT PM at the time?
Schreiber: on June 23, 1993 BM was still PM. This is in my affidavit. Don't know what you're referring to...
Tilson (vice-chair, CPC): Well...(looks annoyed)
Szabo (chair, LPC): moving along to Mr. Dhaliwal now...

Dhaliwal (LPC): Mr. Schreiber, you said you had an oral agreement in princ while BM was still PM. Later agreed that 300K, including 1st payment of 100K while BM was still an MP. Didn't you realize this was a conflict of interest?
Schreiber: didn't even think about it or realize BM was still an MP. When we were there, he spoke about the nice photo he had for me, "Montréal needs friendly jobs" talk. This was all I was interested in. When we spoke at Mirabel, I told him the 500K was what was left for the BHP to make it clear.
Dhaliwal (LPC): BM was still PM when you had agreement in princ. But he stepped down later. Agreed?
Schreiber: yes, but 1st time I mentioned money to BM was at Mirabel, later (after he was no longer PM)
Dhaliwal (LPC): letters tabled last week...you note June 16, 2006 to Harper: you ask for an inquiry? We do not have that letter here...
Schreiber: I sent a letter on that date. You should have it.
Dhaliwal (LPC): you wrote Jan 24, 2007 to Mr. Harper. What was the purpose of the letter?
Schreiber: Yes. The date is ok. You have a file with that letter sent to Harper (thumbing through book of docs...reading letter) "I learned that "wash me but don't make me wet"" was the ethos of the BM years (Schreiber reading his own words to Harper, asking for inquiry)
Szabo (chair, LPC): (translators are having a fierce time keeping up with speed of Schreiber's reading) Please slow down...
Schreiber: (reading letter to PM Harper, asks Harper for inquiry)
Dhaliwal (LPC): did you get a reply?
Schreiber: no
Dhaliwal (LPC): did you write to other members of Harper's government?
Schreiber: yes
Dhaliwal (LPC): these letters are also included in our files?
Schreiber: I think so b/c I've sent a copy of each to MacKay, Day, Sorenson, Dion, etc.

Tilson (vice-chair, CPC): but June 23, 1993, that isn't the date that you told William Kaplan, author of "Secret Trial," when you said "long after BM stepped down as PM" and from the trial itself, about the helicopters. You said you never met BM while he was PM.
Schreiber: no, I've explained it today.
Tilson (vice-chair, CPC): (getting mad) No! No! Sir! Sir!
Szabo (chair, LPC): Order! Mr. Tilson!
Tilson (vice-chair, CPC): he's going off on a tangent.
Szabo (chair, LPC): he wants to answer.
Schreiber: during our meeting at Harrington Lake, we agreed to work when he was no longer PM--he would look after the BHP after Campbell "wins the election in the fall." Besides, I still had to check if funds were available.
Tilson (vice-chair, CPC): what you said in your statement today contradicts court of law and the Kaplan book. Under oath and in a book you said that the agreement was after Mulroney was PM.
Schreiber: we agreed to work together. Don't understand...
Szabo (chair, LPC): we have the affidavit here...agreement was made.
