Speech from the Throne: Part VI (Last one!)

Tonight, Her Excellency, the Right Honourable Michaƫlle Jean opened the 2nd Session of the 39th Parliament of Canada. The following is NOT a transcript, but my rather frenzied notes on the Throne Speech. The notes begin here, in Part I. A reminder for non-Canadians: this speech was written by our Conservative Prime Minister, Stephen Harper.

The Environment
  • Canada's "Government believes action is needed now," but "an effective global approach to greenhouse gas emissions must have global targets" (so, like...why bother, eh?)
  • "will continue to push...cut [global greenhouse gas emissions] in 1/2 by 2050"
  • will implement a decrease in total emissions by 60-70% in Canada; a 20% by 2020 (note: these are intensity targets, no?)
  • wants binding regulations on all industries, starting this year
  • Guv has released the "first ever national air pollution reduction strategy," and a proposal for carbon emissions trading
  • by 2005, Canada had surpassed Kyoto-emissions by more than 35%:
It is now widely understood that, because of inaction on greenhouse gases over the last decade, Canada's emissions cannot be brought to the level required under the Kyoto Protocol within the compliance period which begins ... just 77 days from now
  • Guv has acted to protect Parks and will promote public transport, water treatment and cleanup of contaminated sites
  • safe drinking water for First Nations peoples
  • Past environmental plans (Canada's "Old" Government?): lacked effective enforcement regimes
  • Health of Canadians: food safety "for families" (gee...all this stuff for 'families.' I can haz safe fud too?)
  • Safe toys for children
Conclusion
Like the North Star, Canada has been a guide to other nations...May your deliberations be guided by Divine Providence, may your wisdom and patriotism enlarge the prosperity of the country and promote in every way the well-being of its people.
'Divine Providence' ?! Oh...right:
This word comes from Latin providentia "foresight, precaution", from pro- "ahead" + videre "to see". The current meaning of the word (Divine Providence) derives from the sense "knowledge of the future" or omniscience, which is the privilege of God.
I guess Steve didna have the ballz to ask our GG to say, "God Bless Canada." Thank Gord for that, eh? Phew!
